Q 1: Working at a large scale

On page 4 of the applicant guidelines (3.1) it is mentioned that the applicant must have experience in working at a large scale (both in geographical space as well as in numbers of people (order of magnitude 20 million people). There are very few organisations (other than BRAC) who are talking about these kinds of numbers. What are the thresholds?

Answer 1: There is no specific range of thresholds. It is up to the bidder to explain why they think they are capable of carrying out the research successfully on the basis of their capabilities, expertise, experience and consortium arrangements. 

Q 2: EUR 50,000 for piloting

On page 4 of the applicant guidelines (3.1) it is mentioned that an additional €50,000 can be made available for piloting. What kind of details are you looking for, including budgetary details?

Answer 2: As the €50,000 comes from a separate funding stream, it is necessary to explain and provide an outline of the pilot – including an overview of activities and corresponding budget lines – separately.

Q 4: Lead for two calls

We are considering putting together two consortia, one each for the different calls. Are we allowed to be in the lead for both?

Answer 4: There are no restrictions with regards to the number of leads one organisation can opt for. 

Q 5: Lead by European organisation

Is it possible that the project will be led by an international organisation not based in Europe?

Answer 5: No, the lead organisation has to be a European organisation. 

Q 6: Restrictions on budget allocations among partners

Are there any restrictions on budget allocations among partner organisations, e.g. a certain percentage for the lead organisation?

Answer 6: No, the applicant is free to allocate the budget among the partners as they see fit

Q7: Do we need to take a pre-approval from you as somewhere it is written that only shortlisted candidates can bid?

Answer 7: In Annex 1 “Guidelines for the completion of the application form for proposals” of the Applicant’s Guide for Proposals (Final version: 19 July 2012) the following sentence should have been deleted:

“Applications will be accepted only on the official application form sent to the shortlisted consortia.”

Note that there will no pre-selection or shortlisting of firms or consortia. Everybody will be allowed to submit proposals as long as the eligibility criteria provided in Section 4.1 of the Applicant’s Guide are adhered to.
