Life-Cycle Cost Approach and the Service Delivery Approach to assess and compare the cost and the performance of water services provided via network and hand pumps in six small towns. It brings evidence of the fact that small networks cost less than hand pumps per user and provide a higher level of service to the population, even in the case of the very small network of Titabé (1500 potential users). The research identifies the limitations of the regulatory framework to develop piped water services in rural growing centres and small towns, and provides recommendations to improve the regulatory functions at local and national levels.
