The new budget brief by FDC and UNICEF analyses budget allocations for water and sanitation in Mozambique. The report identifies the disproportion between capital expenditure and running costs, as well as how external capital expenditure is used for covering running costs. FDC and UNICEF raise important questions about sustainability: are there enough human resources and specialist labour to look after the level of investments made?
