Abstract

The report outlines a project evaluation model for the water supply and sanitation projects. This model is intended as a means of comparison using the four main elements of projects in this sector: water supply, sanitation, health education, and community participation. The model is based on work originally undertaken by Dennis Warner and Raymond Isley. It first looks at the question of project design and implementation, before going on to a consideration of the benefits or impacts. The model has been developed mainly for use by evaluators working on WASH assignments, although the contents may be of interest to other development organiations involved in water supply and sanitation projects. The application of this model is intended to result in: a. a focus on all project elements which affect project success and results; b. a more qualified judgement of the appropriate indicators of success; c. better comparisons between projects; and d. a compilation of lessons learned.
