Abstract | This document provides policymakers, managers, and planning and evaluation staff with ideas about participatory processes and indicators that can be used to involve community members and others in programme evaluation. It draws on experience gained during the past fifteen years in 22 developing countries. Following a discussion on participatory evaluation, the document presents a framework of key indicators that can be measured to determine progress towards the objectives of sustainability, effective use, and replicability in rural water and sanitation programmes. The methodology is also relevant to other sectors. In the final section attention is given to gender specific analysis. |
