Abstract

Operation and maintenance of water and sanitation systems in developing countries has long been recognized as a major problem. Community participation is one of the most important factors in determining the sustainability of a system. It was found in several case studies in Nepal that the community was actively involved in the initiation and construction phases of the project, but refused to take over the responsibility after the project was completed. This study discusses the possible reasons for the refusal, comparing it to a similar case study in the Philippines. Social differences between communities, level of support obtained by the initiating agency, and prior experiences in community projects are evaluated. Among the recommendations made are establishment of a local referral center, different training procedures, and a more democratic method of choosing the local village water committee members.
