Abstract

The UNDP-World Bank Water and Sanitation Program was evaluated by a team of independent experts to determine what changes in orientation, structure and operations may increase its effectiveness. The Program in its present form has only existed since 1988, which was judged by the team as too short a time to have had a great impact on the sector. The results of the evaluation were generally positive. Among the recommendations for improvement given were: inclusion of other UN agencies such as PROWWESS and UNICEF, greater financial input from the World Bank, establishment of a Review Board consisting of representatives of the supporting donors, less ambiguity concerning conditions of service and salary levels, inclusion of more regional nationals, consultations with host country governments and revitalization of the International Training Network. The assessment is presented in its entirety in the report, and the appendices contain a list of regional and in-country staff, as well as a list of externally funded investment projects in which the Program is involved.
