Abstract

The emphasis on community participation in development work has resulted in new studies to determine the best approaches for stimulating a cooperative effort. This paper, written at the request of USAID, identifies key concepts and gives guidelines for the inclusion of community participation in water and sanitation project planning. The concept of community participation is divided into three parts; responsibility, authority and control. An additional new concept of community management is presented as a way to achieve sustainability. Issues such as institutional support, time and resource availability, community inputs and behaviours and fee collection are discussed.
