Abstract

This book is written for engineers, planners and architects who are involved with the provision of new or upgraded housing for the urban poor in the developing world. It presents and analyses a strategy for planning, implementation, operation and maintenance of services within the context of the people whom they are serving and their shelter. The book aims to help engineers understand that technology alone is not sufficient for long-term sustainability and that the objectives of infrastructure provision are more important than arbitrary adherence to Standards and Codes which may not be appropriate for low-income housing. Chapter 1 presents a strategy for service provision which places emphasis on participation of householders and communities. The more detailed material in Chapters 2 to 9 covers technical options for infrastructure provision under the following headings: ground preparation; drainage; access and circulation layout; water supply; sanitation; solid waste management; power supply; and interactions. These chapters are set within the approach described in Chapter 1, with emphasis being placed on aspects of maintenance and cost recovery. The final chapter, Chapter 10, describes mechanisms by which community involvement in services provision might be achieved.
