Abstract

The Health Through Sanitation and Water (HESAWA) programme is a successful community participatory water supply, health and sanitation programme in the Lake Victoria region of Tanzania. The HESAWA programme has as its goals sustainability of health and water facilities, with the ability to recover full costs for operation and maintenance, depreciation of assets, payment of debts and new capital, and return of the capital investment. Decision-making and fund allocations are as decentralized as possible. Roles and responsibilities are clearly defined at national, regional, district, village and household levels. Women's involvement is critical. Children are also given an opportunity to express their views. The HESAWA programme has been implemented in more than 300 villages in three districts. A list of HESAWA publications is included in the last chapter.
