Abstract | This study presents a conceptual model and an analytical framework to integrate decentralization and institutional support in assessing community participation. The analytic framework is used to investigate ten social service projects in developing countries. One of the case studies concerns decentralized water supply planning in the Western District (Dar Harmar) of Kordofan Province in Sudan. The results of the ten projects show that it is possible to improve efficiency and access to social services through decentralization and community participation. Decentralization is seen as a policy instrument to improve social services through the transfer of resources to the community, capacity building, and collaboration with non-governmental organizations (NGOs). An alternative approach to improving social services is proposed which stresses greater community involvement, decentralization, the use of low-cost appropriate technology, community resource mobilization and support from local-level organizations. |
