Abstract

Apart from reviewing the CARE monitoring system, and providing recommendations on how to improve it, the report looks into other activities related to CARE in Guatemala. These include: a. determining which monitoring activities had been properly implemented and indicating those which required improvement; b. the use the Quality Function Deployment (QFD) methodology in the production of an acceptable latrine; c. examining project sustainability to ensure continued benefits after the formal completion of the project; d. looking into the issue of training monitoring personnel in qualitative research techniques. The report also describes a workshop on latrine use and design. Among the recommendations made, is the suggestion that USAID use a monitoring system in its planned new Highlands Water and Sanitation Project.
