Abstract

The Netherlands Assisted Projects (NAP) form an ongoing programme that comprises the provision of sustainable water and sanitation services in about 6000 villages in 43 districts in Uttar Pradesh, Andhra Pradesh, Kerala, Gujarat and Karnataka States. This has always involved training. Since training has become an integral part of project design it became necessary to analyze and quantify training needs, target audiences in the NAP, assess training institutions, and propose a strategy for the support of training capability development with a focus on more sustainable rural water supply and sanitation projects and programmes. A team consisting of two specialists from the Netherlands and a third one from India were sent on a field mission to investigate the possibilities for developing short training sessions by Indian institutes. Priority was to go to training for capacity building in identifying and formulating NAP integrated rural water supply and sanitation projects, without duplicating training activities. The report describes human resources development policies and programmes, and priority areas in the NAP. It reviews Indian training institutions, presents a revised training approach, and concludes with an indicative proposal for training support.
