Abstract

This thesis has eight chapters. An introductory chapter is followed by a chapter which elaborates the conceptual framework. Chapter three places irrigation management within the broader context of the course followed by India in agricultural development. In chapter four, the formal and actual role of government actors and farmers in irrigation management is analyzed. Chapter five contains an exploration of the scope for improved performance through institutional development measures. Chapters six and seven contain respectively, a description of the Production Management Unit for Irrigation Training Materials and the Bhadra Irrigation Scheme (Karnataka). Chapter eight gives a summary of the main findings together with some recommendations.
