Abstract

This paper focuses on potential guidelines for economic appraisal of projects in the water supply sector. The first section of the paper summarises the theory and the current World Bank guidelines for the economic analysis of water supply projects. The next section reviews the methods of economic analysis in Staff Appraisal Reports applied in 21 World Bank projects. The final section describes a simplified method that was tested in practice in Indonesia for small and medium-sized water projects. It was found to improve the quality of economic analysis in the sector. The method relies on standardised information that is routinely available during the preparation of water supply projects. Two Lotus-based computer programmes used to carry out the calculations are discussed in the annexes.
