Abstract

The overall goal of the workshop was to take a critical look at chapter 18 of Agenda 21, the UN Programme of action from Rio, address it in the context of Africa's freshwater resources development needs, and develop a community-based action plan for implementation at the grassroot level. Specific objectives included: i. to evolve a community-led development process in which the people themselves play a leading role in decision making, and carry out actions at the community level; ii. to identify community needs, abilities and limitations in implementing community-led development projects; and iii. to identify operational and alternative development strategies for the 90s and beyond. The draft action plan drawn up at the meeting was essentially oriented to three levels of action: i. to strengthen NGO capacity; ii. to enhance the role of the NGOs as mediators between the communities and their national governments and the donors; and iii. to support the empowerment of the communities.
