Abstract

World population is expected to increase by almost 1 billion in the next 10 years, with the bulk of this population growth taking place in areas and among groups currently lacking basic water and sanitation services. UNICEF, in line with the goals of the World Summit for Children, aims to contribute to child survival, protection and development by supporting policies to achieve universal access to safe water supply and environmental sanitation services, as a basic right, and by promoting the behavioural changes essential to realize the full benefits from such services. This report details UNICEF's strategies for assisting Governments and communities to achieve their goals in water supply and environmental sanitation, building on lessons learned and past field experiences while responding to changing needs and challenges. It provides an overall framework for country programming which can be adapted to particular situations. Chapter 1, which describes water as central to sustainable development, summarizes the scope, purpose and process of developing the present strategy report. Chapter 2 sets the strategy within the global context, reporting on lessons learned and challenges remaining. The UNICEF contribution in the sector is detailed in chapter 3, while chapter 4 describes UNICEF programme strategies including a new emphasis on financing mechanisms, hygiene promotion and health impacts. Chapter 5 describes the implications for UNICEF, including staffing, organizational strictures, the choice of partners and funding. The decision by the Executive Board is contained in chapter 6.
