Abstract

Over the last 15 years, Sweden has contributed about SEK 500 million for relief and rehabilitation to Cambodia. This report evaluates Swedish assistance to Cambodia for emergency and rehabilitation during the period 1989-94. There has been an effort to direct assistance towards the rural poor and to improve food security although SIDA's choice to support particular projects does not seem to come from any specific programme strategy for Cambodia. The evaluators consider SIDA as a flexible donor, fully consistent with requirements on the ground and well responding to overall needs. The programme choices have been evaluated on relative effectiveness, the implementing arrangements used, and the degree of "additionality" achieved by this support. The evaluation includes a description of political, economic and social developments. A summary of external assistance provided to Cambodia is given with special emphasis on SIDA emergency aid in three categories - restoration and development of basic services, food security and infrastructure; special efforts for the repatriation of refugees; and capacity building in central government for managing the national recovery. Programmes for enhancing food security and clearing land mines are considered to be successful; however, they have not succeeded in reaching the disadvantaged groups. The evaluators propose a time-line for all emergency and rehabilitation operations in order to develop a long term strategy to reach sustainable development. They also recommend that monitoring and supervision of relief aid be enhanced through requiring cooperating agencies to set up better systems for assessing impact and cost-effectiveness.
