Abstract

Inadequate facilities, unhygienic practices, a general lack of formal water supplies, as well as unsafe disposal of human waste and other domestic waste water contribute to South Africa's sanitation problems. This draft white paper is the product of the first stage of the inter-departmental National Sanitation Task Team's work in dealing with these problems. It is intended to serve as a planning stage for the policy formulation process: detailed consultation with interested parties. It concentrates on the safe disposal of human waste and domestic waste water. The paper confirms the major aim of the national sanitation policy to institute a sustainable strategy for the improvement of health and quality of life through improved household sanitation and protection of the environment. It outlines the national sanitation policy including the institutional and organizational frameworks; the financial and economic approach which emphasizes affordability; technical issues; environmental issues; and social and educational issues, particularly community participation and health and hygiene promotion. The next steps for action resulting from publication of this paper include strategies, regulatory changes and institution building.
