Implementation of sustainable water supply and sanitation programme : training for community mobilization

The Community Water Supply and Sanitation Programme (CWSSP) is an initiative of the Government of Sri Lanka. Its concept, which is based on community-initiative, is reflected in the training modules presented in this manual. The three principal partners in a water supply and sanitation project are: (1) the Community-Based Organization (CBO); (2) the Partner Organization (PO); and (3) CWSSP. Guidance in the form of technical know-how and inspiration is provided by the Community Water Supply Project Unit (CWSPU). This training manual is aimed at organizations and persons involved in the implementation of rural water supply and sanitation programmes. It explains the meaning of community mobilization in rural water supply and sanitation through various training modules. Training sessions explain the purpose and duration of each session, and describe the materials and methods used. Hand-outs and pictures form the basis of discussions, role playing and problem solving. Knowledge tests at the end of different sessions test the participants' understanding of basic facts. Contains numerous hand-outs in boxed form, sample evaluation and survey forms, and knowledge tests.

The manual has four parts. Part one introduces the CWSSP. The following three parts are based on the six steps involved in the community mobilization process: 1. Getting to know the community; 2. Small group formation ; 3. Core group formation; 4. Core group / small group activities (community action and hygiene education); 5. Participatory survey / situation analysis; and 6. Village self assessment. There are separate sessions on involving women and poorer households, and on indicators of community mobilization.
