Abstract

This article describes the evolution of WaterAid's programme of work in Nepal. It examines how WaterAid's philosophy of working in partnership with local organizations occurred in practice. A number of problems and constraints are discussed, together with some points which may be of general interest to other ESAs working in similar countries and sectors.
