Abstract

An assessment is given of the selection, planning, implementation and evaluation (the "project cycle") of development projects undertaken by the Dutch Directorate-General of International Cooperation (DGIS). The sophisticated, and often conflicting, selection criteria which DGIS has developed have not neccesarily led to more successful projects. Clear selection priorities need to be set. Monitoring of external project factors requires more attention. The transfer of project responsibilities to local organizations should begin in in the early stages of the project. The present project cycle should be extended to include ex-post evaluation. Finally, donor coordination should be improved if devlopment cooperation is to become more effective.
