Abstract

This study, which was conducted by Sydney Water Board (SWB), consumed more than five person-years of effort. It describes the practices, systems, and technology that determine "best practices", and looks at what makes leading organizations efficient and capable of providing high-quality services. The study involved many organizations that had achieved a certain level of performance, including a number outside the water and wastewater industries. Aim of the study was to find best practice organizations, make comparisons, identify how SWB's operations could be improved, and adapt the best practices to SWB's needs by focusing in on the main operational processes and the potential effects they might have. An essential element of the process was to involve SWB managers who would be responsible for implementing the identified improvements.
