Abstract

Describes the history of and trends in public-private partnerships in infrastructure improvements in US public utilities, especially water utilities. Five types of public- private partnerships are identified: contract services; turnkey projects; developer financing; privatization; and merchant facilities. Approaches to public-private partnerships include: the concession model; affirmage contract (franchise-lease); design-build; design-build-operate; and private operations. A US example of each of the last three options is given. The author also cites instances in the US where public departments and their unions compete successfully for work against private firms.
