Abstract

A national NGO WATSAN Sector Training Needs Assessment was carried out by NGO FORUM between January-March 1993. This assessment, which focuses on women, examines their role as tubewell caretakers and their changing attitude towards their range of skills. Purpose of this assessment was to determine if women's role as tubewell caretakers promotes the empowerment of women, and if the job as caretaker is an entry point for women to initiate other developments. The paper examines the caretaker role and its impact on women's social mobility, and concludes by emphasizing the role of NGOs, as partners in development
