Abstract

Describes the use of a matrix-scoring exercise to evaluate aid to Ethiopia by the European Community/European Union (EC/EU) between 1976 and 1994. Matrix ranking, a Participatory Rural Appraisal (PRA) tool, was used in focus group discussions with representatives of government, donors, NGOs, relief officials and EU delegation advisers. The discussions resulted in: a set of best practice criteria; an overview of strengths and weaknesses of the EC/EU; and a set of indicative qualitative results in which EC/EU practices were compared those of other donors and NGOs.
