Abstract | The Africa Working Group of the Collaborative Council on Water Supply and Sanitation undertook a study during 1996 of the water supply and sanitation sector in Africa to seek out the issues behind the water problems facing the continent. The study involved sending a questionnaire to 44 countries from which 28 responses were received, and visiting 8 countries to conduct on-the-spot enquiries. The results are compiled in this report. Issues covered include policy, institutions, community management, sector investment, operation and maintenance, payment for services, political profile of the sector, and the involvement of international agencies and NGOs. |
