Abstract

This book focuses on the key roles of irrigation and drainage in the debate on water. Irrigation is a major player in the demand for water and already accounts for between 70-80 per cent of the total world consumption. Effective drainage must be considered as a fundamentally related economic issue. The book considers: the value of water for irrigation; the value of drainage and flood control; social and environmental implications of water allocation; paying for services; management systems for efficient and equitable use, and; policy options for demand management. It forms the proceedings of the 1997 International Commission on Irrigation and Drainage (ICID) 18th European Regional Conference "Water: An Economic Good?" held at Oxford University, UK. It includes papers from the following countries: France, South Africa, Israel, Kuwait, USA, Bulgaria, Spain, Tanzania, Russia, the Netherlands, UK, Romania, and Pakistan.
