Abstract

These proceedings are the outcome of a regional consultation workshop which aimed to obtain the views of key stakeholders in the formulation of a policy on water resources development and management for the Asian Development Bank (ADB). Volume One: Overview of Issues and Recommendations presents a summary of priority water issues and activities identified by stakeholders in the form of seven emerging principles for effective water policy and seven strategies for their implementation. The conclusion that "Governments must take the lead" identifies a key role for ADB - that of catalyst for sustainable development and management of critical water resources, and improvement of water services to meet increasing demands. Volume Two: Country Papers includes the papers of: Bangladesh, Cambodia, China, India, Indonesia, Kazachstan, Krygyz Republic, Laos, Malaysia, Mongolia, Myanmar (Burma), Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Uzbekistan, Viet Nam, Fiji, Kiribati, Papua New Guinea, Vanuatu and Western Samoa. It also includes an overview of the Pacific Region, a discussion of water resources planning and management in France and the Republic of Korea, and the Sri Lanka Draft National Water Sector Profile (appendix). Volume Three: Theme Papers and Comments presents keynote papers on: the country institutional context; the basin management context; the urbanization context; and the economic and financial context. Also included are the comments of the regional experts on the keynote presentations, and the recommendations of ADB staff.
