| Abstract | The technical, economic and financial performance of five community and five Ministry of Land Reclamation Regional and Water Development (MOLRRWD) operated piped water systems in Western Province, Kenya was studied. These systems were part of the Kenya-Finland Western Water Supply Programme (KFWWSP) (1981-1996). The performance was poor in the community water supplies and even worse in the MOLRRWD water supplies, mainly because of institutional and organizational problems. Unclear responsibilities and general authority were the biggest problems in community water supplies where tariffs only covered a small share of the capital costs. The lack of autonomy was the principal problem in the MOLRRWD water supplies. Meters were not read (most of them were not working) and bills to customers were not sent on a regular basis. The authors recommend that responsibility and authority of water services be decentralized to district level and that the private sector be involved |
