Abstract

In this document UNDP proposes its water strategy for the future to be one of: "capacity building through and with governments and civil society for the management and use of water resources and the aquatic environment in ways that reconcile poverty alleviation and environmental protection". The strategy addresses four principal challenges: food security; human health; protection of the aquatic environment; and social, economic and political stability. The document reviews major international conventions and agreements related to fresh and sea waters, as well as UNDP's existing water programmes and partnerships. It suggests that UNDP should focus on the following main types of capacity building activities: improving the knowledge base for effective decision making; developing better policies and strategies; enhancing management practices and technologies; and reforming institutions.
