Abstract | The purpose of this report is to examine the gap between the promise and reality in water service provision to the poor in India. It examines enduring fallacies in the conventional wisdom of Indian water and sanitation administration. Four themes are discussed in turn, drawing on current experiences. The paper seeks to summarize current knowledge and better inform policy makers in the search for a new politically acceptable framework where public policies achieve results. |
