| Abstract | Municipal managers in developing Asia are faced with the formidable challenge of finding ways of dealing with rapid urbanization, growing demand for better public services, and declining financial support from central governments. Since economic activity and wealth are largely generated in the cities, the resources needed for meeting these challenges are available, but tapping the resources requires a significant improvement in the management of the cities. Some Asian cities are successfully meeting these challenges, and local leaders learn best from each other. Therefore, the Asian Development Bank organized a number of workshops for local government officials to share their experiences and learn from the success stories. This volume consists of a collection of papers presented at a workshop in Dhaka which discuss issues relating to institutional arrangements, and financial and solid waste management in Dhaka, and examples from Calcutta and Surat of improvements through effective municipal management. |
