Abstract | This study investigates water management issues in selected river basins in Tamil Nadu, Gujarat, and Rajasthan states in India, and in Nepal. The collaborative research presented in this volume focused on constraints to effective local management, focusing on groundwater resources. Efforts were made to integrate technical, geological, socio-economic and institutional issues. The book documents examples of conflicts and institutional failures in water management, and develops a new framework for considering water resources issues to respond to this growing crisis. This new framework recognizes that there are no "cookbook" or formulaic solutions, but that the main issues surrounding water management have to do with governance processes within civil society, and not with technical or site-specific details. Effective implementation of more efficient water management systems will require collaboration between local and senior levels of government, as well as informed debate within civil society and strengthening of processes for reforming institutions and organizations. This publication arises from the project: Local Strategies for Water Supply and Conservation Management in South Asia, and was prepared by 12 contributing authors from 5 research institutes in India, Nepal and the US. |
