Abstract

This paper looks behind the rhetoric of participatory development to see why some projects and processes that appear so inclusive and transformative may turn out to be supportive of a status quo that is highly inequitable for women. It draws from studies from Africa and Asia to explore policies and strategies that aimed to make participatory development more gender sensitive. The paper suggests we rethink what 'gender' means by addressing more directly the basic issues of power and powerlessness.
