This report reviews the implementation of and challenges posed by chapter 18 of Agenda 21, Protection of the quality and supply of freshwater resources. It focuses on the current status of freshwater resources and services, taking into account cross-cutting issues throughout Agenda 21, and the essential water stewardship components that need to be in place for implementing integrated water resource management.
