Abstract | This book takes an alternative view towards cost recovery, arguing that cost recovery policies have failed to address inequality and access problems in post-apartheid South Africa. Using case studies that are based on qualitative and quantitative data, this book presents a clear picture of how cost recovery policies, when implemented without significant institutional reform (and without addressing issues such as unemployment) can have deleterious effects on rural and peri-urban areas. |
