National sanitation guidelines

The objectives of the guidelines are to:
- Provide a guide for local authorities on how they can plan, implement, and evaluate their own sanitation and hygiene programmes with or without external support
- Promote a standardised approach for sanitation and hygiene promotion by the different institutions and projects involved in this sector.

The document is divided into the following elements:
Background on sanitation, its problems, benefits and effects; Policy, providing the goals, key principles, strategy and laws and policies; Institutional framework, providing guidance on community level, service delivery, information management, national coordination and policy making, and roles and responsibilities; Strategy, providing information on approaches, demand, target groups, and technical support; Participatory approach; Implementation steps at the district, sub-county and community level; Special situation, providing guidance on peri-urban settlements, or mobile populations; and finally: Technical options for human excreta disposal, solid waste disposal, liquid waste disposal, safe water chain and vector control.
