Abstract

This policy memorandum outlines the new development policy of the Netherlands. The Netherlands has committed itself to meeting the United Nations' Millennium Development Goals by the target date of 2015. The memorandum will concentrate on the following themes: education (15% of the development budget), environment and water (0.1% of GNP), AIDS prevention and reproductive health care. In the new policy results and accountability will be the forces behind Dutch development cooperation. Partnerships will be sought with citizens, private enterprises, knowledge and research institutes, civil society organisations and government authorities. Substance and harmonisation are the key words. The existing country lists will be merged to create a single list of 36 partner countries with which the Netherlands will enter into long-term bilateral relationships and at least 50% of the Netherlands' bilateral development budget will be used to reduce poverty and promote economic growth in Africa. A Stability Fund will be established and managed by the Minister of Foreign Affairs and the Minister for Development Cooperation. The memorandum also explains how the quality and effectiveness of the policy will be measured.
