Abstract

This document is intended to be a guidance document that provides practical advice on implementing the WSSD Plan of Implementation 2005 directive. It explains Integrated Water Resource Management approaches in practical terms and outlines what needs to be done to prepare a Plan. It suggests preparatory steps and topics to include in Plans and addresses in a practical, implementation-oriented way some of the constraints that countries may experience in preparing Plans. It puts special emphasis on demystifying concepts and identifying the essential elements that need to be addressed as part of the process of change. This document is aimed at Governments as well as their partners in water management reform. This key publication on the "How to" of IWRM drawn from water management experts and practitioners worldwide was presented at CSD-12. A second version of the paper, which will take into account feedback received on this version, will be released in August.
