Abstract

This video shows the fight of the indigenous population in Ecuador for access to water for irrigation and household use and the right to manage the irrigation system according to their own traditional water rules and culture.
The story is told by Ines Chapi, an Indian woman, irrigation organizer and peasant leader. She supported the formation of an irrigation committee in Licto town and forged a strategic alliance with the local indigenous peasant organization.
The video, however, also shows that the authority of the indigenous people to run the irrigation system is challenged time and again: the government wants to take over control now that the system is running well.
