| Abstract | This publication describes and analyzes major reforms in the water supply sector in Latin American countries in the 1990s. The scale of water service reform in Latin America has been truly impressive, and unparalleled in any other part of the world. By the close of the decade, just about every country in the region had undertaken or was actively considering sector reform measures. The report describes how the real transition for most water consumers has not been from public to private operation but rather from unregulated centralized public provision to regulated decentralized public provision. |
