Abstract

This paper attempts to provide an overview of the typical objectives of Public-Public Partnerships (PUPs); the different forms of PUPs and partners involved; a series of case studies of actual PUPs; and an examination of the recent WOPs initiative. It then offers recommendations for future development of PUPs. The objectives of PUPs the paper identifies are: training and developing human resources; technical support on a wide range of issues; improving efficiency and building institutional capacity; financing water services; and improving participation. The report lists the characteristics of different kinds of PUPs, and related initiatives. It includes nineteen cases from developed and developing countries. The report concludes with recommendations for national governments in the south, national associations of water operators, civil society organisations, Local governments and water operators, northern donors, governments and development banks, and participants in the water operator initiative.
