| Abstract | The past decade has seen considerable progress towards the achievement of the Millennium Development Goals (MDGs) and the fulfillment of children’s rights to survival, development and protection. But with the MDG deadline only five years away, it is becoming ever clearer that reaching the poorest and most marginalized children is pivotal to the full realization of the goals.
