| Abstract | This book is based on a report of the Scientific Council for Government Policy (WRR). It uses the many responses to the report in the first half of 2010, which have led to more elaboration on reasoning, new themes and more comprehensive analyses. The WRR examined in detail what form development aid should take in the era of globalization. On the basis of interviews with experts and an extensive literature survey, the WRR produced a report presenting recommendations for far-reaching changes to the organisation of development policy.
