Abstract

This volume, based on the final report of the AfDB-financed African Water Governance Study provides guidelines and indicators for assessing water governance in relation to water sectors and projects at country-level. Its purpose is to enable Bank staff to rapidly characterize the state of governance within the sector as it relates to all stages of the AfDB’s project cycle. Chapter 1, Guidelines for governance assessment includes Governance assessments and the project cycle; and Key issues in water sector governance, with sub-sections on National level governance; Legal framework; Institutions; Sector management; Resources management; Transparency, accountability and corruption; Participation; and Equitable services provision. Chapter 2, Application of assessment templates, includes Light assessment of water sector governance; Rapid assessment of water sector governance; Governance assessment for project preparation and concept note; Governance assessment for project appraisal; Governance assessment for supervision during implementation; and Governance assessment at project completion. Chapter 3 explains how a follow-up action plan can be used to ensure that the guidelines and templates are used.
