Abstract

Sanitation (i.e., the safe and sustainable management of human waste) is highly beneficial to communities as a whole with important public benefits in terms of health and the environment. Public financing is an important way to stimulate the provision of sanitation services to a level that can benefit society, but there are serious issues with the way public subsidies for sanitation have been delivered up to now. It seems increasingly unlikely that the MDG target for sanitation will be met in many countries unless better ways of structuring public finance can be found. [authors' abstract]
