Abstract

This training manual deals with the issue of integrity and anti-corruption in the water sector, one of the least addressed areas in the governance of water resources and services. It has been developed to assist in building institutional capacity, with water managers and other water decision-makers as the primary target group. The training manual consists of seven training modules – with supporting power point presentations – that provide substance on a number of issues, such as the nuts and bolts of water integrity and how it relates to water governance and integrated water resources management, how corruption plays out in the water sector, what drives it and what can be done about it. The thematic focus is on integrity, accountability and anti-corruption applicability to water resources management and development through: water allocation and distribution; water supply and sanitation services and other water uses; water infrastructure and procurement processes. The Training Manual on Water Integrity has been developed in partnership between the UNDP Water Governance Facility at SIWI (WGF), Water integrity Network (WIN), Cap-Net and WaterNet.
