Abstract

This study reports on a Public Expenditure Tracking Survey (PETS) undertaken in the water and sanitation sector from national to community level for the FY 2006/07 and specifically over 8 selected districts in Uganda. The aim was to establish the amount of public funds lost to corruption, the stages where the losses occur and to make recommendations to minimise corruption.

The study was based on actual expenditures and establishing whether or not they reached the targeted institutions. It examined whether the funds were used as planned and also whether there was value for money. National and district budgets, and district work plans for the water and sanitation sector were compared with the quarterly fiscal releases from the Ministry of Finance, Planning and Economic Development.

The scope of the study included line ministries, donors, NGOs, districts,  sub-counties, community water points and water users. Field visits in the districts and at community level were conducted in Bushenyi, Kabarole, Rakai, Gulu, Koboko, Kamuli, Soroti and Mukono.

Findings are provided on:

  • the Ugandan water and sanitation sector in general
  • community water points (incl. functionality)
  • good governance, transparency and accountability
  • planning and budgeting processes

The poor procurement practices at district level were cited as the leading cause of leakages of funds for provision of safe and clean water to the community.

Recommendations are provided with a main focus on civil society in general and the Anti Corruption Coalition Uganda (ACCU) in particular.
