| Abstract | This document is targeted at local governments interested in participating in Integrated Water Resources Management (IWRM). It aims to increase understanding of the relationship between governance, good governance and IWRM in order to provide the theoretical background that lies behind the implementation of practical IWRM steps. Both IWRM and good governance are based on principles that are closely linked. Governance institutions, frameworks, legislation and policy at different levels form the structure within which IWRM must operate. If governance is flawed, the opportunities to apply IWRM principles become restricted. Well organised water governance that encourages social inclusion, stakeholder involvement, transparency and accountability will make it easier to create an enabling environment for Local Governments to develop integrated water plans.
